GeneralRequirementsforAlloyandStainlessSteelPipe1ThisstandardisissuedunderthefixeddesignationA999/A999M;thenumberimmediatelyfollowingthedesignationindicatestheyearoforiginaladoptionor,inthecaseofrevision,theyearoflastrevision.Anumberinparenthesesindicatestheyearoflastreapproval.Asuperscriptepsilon(e)indicatesaneditorialchangesincethelastrevisionorreapproval.

1.Scope

1.1Thisspecification2coversagroupofgeneralrequire-mentsthat,unlessotherwisespecifiedinanindividualspeci-fication,shallapplytotheASTMproductspecificationsnotedbelow.

1.2Inthecaseofconflictbetweenarequirementofaproductspecificationandarequirementofthisspecification,theproductspecificationshallprevail.Inthecaseofconflictbetweenarequirementoftheproductspecificationorarequirementofthisspecificationandamorestringentrequire-mentofthepurchaseorder,thepurchaseordershallprevail.

TitleofSpecification

ASesigna-tion3arenotexactequivalents;thereforeeachsystemmustbeusedindependentlyoftheother.Combiningvaluesfromthetwosystemsmayresultinnonconformancewiththespecification.Theinch-poundunitsshallapplyunlessthe“M”designation(SI)oftheproductspecificationisspecifiedintheorder.

3.2Ifsecondarymelting,suchaselectroslagremeltingorvacuumremelting,isused,theheatshallbedefinedasalloftheingotsremeltedfromasingleprimaryheat.

5.2HeatAnalysis—Ananalysisofeachheatofsteelshallbemadebythesteelmanufacturertodeterminethepercentagesofthespecifiedelements.Ifsecondarymeltingprocessesareemployed,theheatanalysisshallbeobtainedfromoneremeltedingotortheproductofoneremeltedingotofeachprimarymelt.Thechemicalcompositionthusdetermined,orthatdeterminedfromaproductanalysismadebythetubularproductmanufacturershallconformtotherequirementsspeci-fied.

5.3ProductAnalysis—Productanalysisrequirementsandoptions,ifany,arecontainedintheproductspecification.6.MechanicalProperties

6.1MethodofMechanicalTests—ThespecimensandthemechanicaltestsrequiredshallbeinaccordancewithTestMethodsandDefinitionsA370,especiallyAnnexA2thereof.6.2Specimensshallbetestedatroomtemperature.

6.3SmallorsubsizespecimensasdescribedinTestMeth-odsandDefinitionsA370maybeusedonlywhenthereisinsufficientmaterialtoprepareoneofthestandardspecimens.Whenusingsmallorsubsizespecimens,thelargestonepossibleshallbeused.

7.TensileRequirements

7.1Thematerialshallconformtotherequirementsastotensilepropertiesintheindividualproductspecification.

7.2Theyieldstrength,whenspecified,shallbedeterminedcorrespondingtoapermanentoffsetof0.2%ofthegagelengthortoatotalextensionof0.5%ofthegagelengthunderload.7.3Ifthepercentageofelongationofanytestspecimenislessthanthatspecifiedandanypartofthefractureismorethan3⁄4in.[19.0mm]fromthecenterofthegagelength,asindicatedbyscribemarksonthespecimenbeforetesting,aretestshallbeallowed.

8.PermissibleVariationinWeightforSeamlessPipe

8.1Exceptasnotedin8.2,theweightofanylengthofseamlesspipeNPS12andundershallnotvarymorethan10%overthe3.5%underthatspecified.ForsizesoverNPS12,theweightofanylengthofpipeshallnotvarymorethan10%overand5%underthatspecified.Unlessotherwisespecified,pipeofNPS4andsmallermaybeweighedinconvenientlots;pipeinsizeslargerthanNPS4shallbeweighedseparately.8.2MinimumWall—Whenthewallthicknessofthepipeisspecifiedasminimumwallinthepurchaseorder,theweightofanylengthofseamlesspipeshallnotvarymorethan16%overthatcalculatedinaccordancewith13.3.Unlessotherwisespecified,pipeofNPS4andsmallermaybeweighedinconvenientlots;pipeinsizeslargerthanNPS4shallbeweighedseparately.

9.PermissibleVariationsinWallThickness

9.1SeamlessandWelded—Exceptasnotedin9.1.1,theminimumwallthicknessatanypointshallnotbemorethan12.5%underthenominalwallthicknessspecified.Themini-mumwallthicknessoninspectionisshowninTableX1.1.9.1.1MinimumWall—Whenthewallthicknessofthepipeisspecifiedasminimumwallinthepurchaseorder,thereshallbenovariationunderthespecifiedwallthickness.

9.2ForgedandBored—Thewallthicknessshallnotvaryoverthatspecifiedbymorethan1⁄8in.[3.2mm].Thereshallbenovariationunderthespecifiedwallthickness.

9.3Cast—Thewallthicknessshallnotvaryoverthatspecifiedbymorethan1⁄16in.[1.6mm].Thereshallbenovariationunderthespecifiedwallthickness.

10.PermissibleVariationsinInsideDiameter

10.1ForgedandBored,andCast—Theinsidediametershallnotvaryunderthatspecifiedbymorethan1⁄16in.[1.6mm].Thereshallbenovariationoverthespecifiedinsidediameter.

11.PermissibleVariationinOutsideDiameter

15.2Formetal-arcweldedpipe,themaximumdeviationfroma10-ft[3.0-m]straightedgeplacedsothatbothendsareincontactwiththepipeshallbe1⁄8in.[3.2mm].Formetal-arcweldedpipewithlengthsshorterthan10ft[3.0m],thismaximumdeviationshallbeproratedwithrespecttotheratiooftheactuallengthto10ft[3.0m].

16.RepairbyWelding

16.1Repairbyweldingofdefectsinseamlesspipe(includ-ingcentrifugallycastpipeandforgedandboredpipe)andofplatedefectsinweldedpipeand,whenspecificallystatedbytheproductspecification,weldseamdefectsinweldedpipeshallbepermittedsubjecttotheapprovalofthepurchaserandwiththefurtherunderstandingthatthecompositionofthedepositedfillermetalshallbesuitableforthecomposition

beingwelded.Defectsshallbethoroughlychippedorgroundoutbeforeweldingandeachrepairedlengthshallbereheattreatedorstressrelievedasrequiredbytheapplicablespecifi-cation.Eachlengthofrepairedpipeshallbenondestructivelytestedasrequiredbytheproductspecification.

16.2RepairweldingshallbeperformedusingproceduresandweldersorweldingoperatorsthathavebeenqualifiedinaccordancewiththeASMEBoilerandPressureVesselCode,SectionIX.17.Retests

17.1Iftheresultsofthecertificationtestsofanylotdonotconformtotherequirementsspecifiedintheindividualspeci-fication,retestsmaybemadeonadditionallengthsofpipeofdoubletheoriginalnumberfromthesamelot,eachofwhichshallconformtotherequirementsspecified.Onlyoneretestofanylotwillbepermitted.Nonconformancewillbecausefortherejectionofthelot.

17.2Anyindividuallengthofpipethatmeetsthetestrequirementsisacceptable.Individuallengthsthatdonotconformtothetestrequirementsmayberesubmittedfortestprovidedthereasonfornonconformanceisestablishedandthenonconformingportionremoved.18.Retreatment

18.1Ifindividuallengthsofpipeselectedtorepresentanylotfailtoconformtothetestrequirements,thelotrepresentedmaybereheattreatedandresubmittedfortest.Themanufac-turermayreheattreatthepipe,butnotmorethantwice,exceptwiththeapprovalofthepurchaser.19.TestSpecimens

19.1Testspecimensshallbetakenfromtheendsoffinishedpipepriortoanyformingoperations,orbeingcuttolength.19.2Specimenscuteitherlongitudinallyortransverselyshallbeacceptableforthetensiontest.

19.3Ifanytestspecimenshowsflawsordefectivemachin-ing,thespecimenmaybediscardedandanothersubstituted.20.FlatteningTestRequirements

20.1SeamlessandCentrifugallyCastPipe—Asectionofpipenotlessthan21⁄2in.[63mm]inlengthshallbeflattenedcoldbetweenparallelplatesintwosteps.Duringthefirststep,whichisatestforductility,nocracksorbreaksontheinside,outside,orendsurfaces,exceptasprovidedforin20.3.4,shalloccuruntilthedistancebetweentheplatesislessthanthevalueofHcalculatedasfollows:

20.2WeldedPipe—Asectionofweldedpipenotlessthan4in.[100mm]inlengthshallbeflattenedcoldbetweenparallelplatesintwosteps.Theweldshallbeplacedat90°fromthedirectionoftheappliedforce(atthepointofmaximumbending).Duringthefirststep,whichisatestforductility,nocracksorbreaksontheinsideoroutsidesurfaces,exceptasprovidedforin20.3.4,shalloccuruntilthedistancebetweentheplatesislessthanthevalueofHcalculatedbyEq2.Duringthesecondstep,whichisatestforsoundness,theflatteningshallbecontinueduntilthespecimenbreaksortheoppositewallsofthepipemeet.

20.3Seamless,CentrifugallyCast,andWeldedPipe:

20.3.1Evidenceoflaminatedordefectivematerialorweldthatisrevealedatanytimeduringtheentireflatteningtestshallbecauseforrejection.

20.3.2Surfaceimperfectionsnotevidentinthetestspeci-menbeforeflattening,butrevealedduringthefirststepofflatteningtest,shallbejudgedinaccordancewiththefinishrequirements.

20.3.3Superficialrupturesresultingfromsurfaceimperfec-tionsshallnotbeacauseforrejection.

20.3.4WhenlowD-to-tratiotubularproductsaretested,becausethestrainimposedduetogeometryisunreasonablyhighontheinsidesurfaceatthesixandtwelveo’clocklocations,cracksattheselocationsshallnotbecauseforrejectioniftheD-to-tratioislessthan10.21.NondestructiveTestRequirements

21.1Whenrequiredbytheapplicableproductspecificationorthepurchaseorder,thepipeshallbetestedbythehydrostatictest(see21.2)orbythenondestructiveelectricaltest(see21.3).

21.2HydrostaticTest:

21.2.1Exceptasprovidedin21.2.2and21.2.3,eachlengthofpipeshallbetestedbythemanufacturertoahydrostaticpressurewhichwillproduceinthepipewallastressnotlessthan60%oftheminimumspecifiedyieldstrengthforferriticalloyandstainlesssteelpipe,or50%ofthespecifiedmini-mumyieldstrengthforausteniticalloyandstainlesssteelpipeandforferritic/austeniticstainlesssteelpipe.Thetestpressureorstressshallbedeterminedbythefollowingequation:

21.2.2Regardlessofpipe-wallstress-leveldeterminedbyEq3,theminimumhydrostatictestpressurerequiredtosatisfytheserequirementsneednotexceed2500psi[17.0MPa]foroutsidediameters(seeDin21.2)of3.5in.[88.9mm]orless,or2800psi[19.0MPa]foroutsidediametersover3.5in.[88.9mm].Thisdoesnotprohibittestingathigherpressuresattheoptionofthemanufacturerorasprovidedin21.3.

21.2.3Withconcurrenceofthemanufacturer,aminimumhydrostatictestpressureinexcessoftherequirementsof21.2or21.1,orboth,maybestatedontheorder.

21.2.4Thetestpressureshallbeheldforaminimumof5s.Forweldedpipe,thetestpressureshallbeheldforatimesufficienttopermittheentirelengthoftheweldedseamtobeinspected.

21.3.1EachpipeshallbeexaminedwithanondestructivetestinaccordancewithPracticesE213,E309,E426,orE570.Unlessspecificallycalledoutbythepurchaser,theselectionofthenondestructiveelectrictestshallbeattheoptionofthemanufacturer.Uponagreementbetweenpur-chaserandmanufacturer,PracticeE273shallbeemployedinadditiontooneofthefullperipherytests.Therangeofpipesizesthatmaybeexaminedbyeachmethodshallbesubjecttothelimitationsinthescopeoftherespectivepractices.

21.3.2Thefollowinginformationisforthebenefitoftheuserofthisspecification:

21.3.2.1Thereferencestandardsdefinedin21.2.2-21.2.5areconvenientstandardsforcalibrationofnondestructivetestingequipment.Thedimensionsofthesestandardsshouldnotbeconstruedastheminimumsizeimperfectiondetectablebysuchequipment.

21.3.4SurfaceCondition:

21.3.4.1Allsurfacesshallbefreeofscale,dirt,grease,paint,andotherforeignmaterialthatcouldinterferewithinterpretationoftestresults.Themethodsusedforcleaningandpreparingthesurfacesforexaminationshallnotbedetrimentaltothebasemetalorthesurfacefinish.

21.3.9.2Thetestapparatusshallalsobestandardizedafteranychangeintestsystemsettings,changeofoperator,equip-mentrepair,orinterruptionduetopowerloss,processshut-downorwhenaproblemissuspected.

21.3.9.3Thereferencestandardshallbepassedthroughthetestapparatusatthesamespeedandtestsystemsettingsasthepipetobetested.

21.3.9.4Thesignal-to-noiseratioforthereferencestandardshallbe21⁄2to1orgreater.Extraneoussignalscausedbyidentifiablecausessuchasdings,scratches,dents,straightenermarks,etc.,shallnotbeconsiderednoise.Therejectionamplitudeshallbeadjustedtobeatleast50%offullscaleofthereadoutdisplay.

21.3.10.3Ifthetestsignalswereproducedbyvisualimper-fectionssuchas:scratches;surfaceroughness;dings;straight-enermarks;cuttingchips;steeldiestamps;stopmarks,orpipereducerripple.Thepipemaybeacceptedbasedonvisualexaminationprovidedthattheimperfectionislessthan0.004in.[0.1mm]or121⁄2%ofthespecifiedwallthickness,whicheverisgreater.

21.3.10.4Rejectedpipemaybereconditionedandretestedprovidingthatthewallthicknessisnotdecreasedtolessthanthatrequiredbytheapplicableproductspecification.Theoutsidediameteratthepointofgrindingmaybereducedbytheamountsoremoved.Tobeaccepted,retestedpipeshallmeetthetestrequirement.

21.3.10.5Iftheimperfectionisexploredtotheextentthatitcanbeidentifiedasnon-rejectable,thepipemaybeacceptedwithoutfurthertestprovidedthattheimperfectiondoesnotencroachontheminimumrequiredwallthickness.22.Inspection

22.1Theinspectorrepresentingthepurchasershallhaveentryatalltimesworkonthecontractofthepurchaserisbeingperformed,toallpartsofthemanufacturer’sworksthatconcernthemanufactureofthematerialordered.Themanu-facturershallaffordtheinspectorallreasonablefacilitiestosatisfyhimthatthematerialisbeingfurnishedinaccordancewiththisspecification.Allrequiredtestsandinspectionshallbemadeattheplaceofmanufacturepriortoshipment,unlessotherwisespecified,andshallbeconductedsoasnottointerfereunnecessarilywithoperationoftheworks.

23.Rejection

23.1Eachlengthofpipereceivedfromthemanufacturermaybeinspectedbythepurchaserand,ifitdoesnotmeettherequirementsofthespecificationbasedontheinspectionandtestmethodasoutlinedinthespecification,thelengthmayberejectedandthemanufacturershallbenotified.Dispositionofrejectedpipeshallbeamatterofagreementbetweenthemanufacturerandthepurchaser.

23.2Pipethatfailsinanyoftheformingoperationsorintheprocessofinstallationandisfoundtobedefectiveshallbesetasideandthemanufacturershallbenotifiedformutualevaluationofthesuitabilityofthepipe.Dispositionofsuchpipeshallbematterforagreement.

24.CertifiedTestReport

24.1Whenspecifiedinthepurchaseorderorcontract,theproducerorsuppliershallfurnishacertifiedtestreportcerti-fyingthatthematerialwasmanufactured,sampled,tested,andinspectedinaccordancewiththespecification,includingyeardate,thesupplementaryrequirements,andanyotherrequire-mentsdesignatedinthepurchaseorderorcontract,andtheresultsmettherequirementsofthatspecification,thesupple-mentaryrequirementsandtheotherrequirements.Asignatureornotarizationisnotrequiredonthecertifiedtestreport,butthedocumentshallbedatedandshallclearlyidentifytheorganizationsubmittingthereport.(SeeNote4.)

thecertifier’sfacility.ThecontentoftheEDItransmitteddocumentshallmeettherequirementsoftheinvokedASTMstandard(s)andconformtoanyexistingEDIagreementbe-tweenthepurchaserandsupplier.Notwithstandingtheabsenceofasignature,theorganizationsubmittingtheEDItransmis-sionisresponsibleforthecontentofthereport.

25.ProductMarking

25.1Eachlengthofpipeshallbelegiblymarkedwiththemanufacturer’snameorbrand,thespecificationnumber(yearofissuenotrequired)andgrade.Markingshallbeginapproxi-mately12in.[300mm]fromtheendofeachlengthofpipe.ForpipelessthanNPS2andpipeunder3ft[1m]inlength,therequiredinformationmaybemarkedonatagsecurelyattachedtothebundleorboxinwhichthepipesareshipped.25.2Whenpipemarkedasspecifiedisrejected,theASTMdesignationshallbecanceled.

25.3Forausteniticsteelpipe,themarkingpaintorinkshallnotcontaindetrimentalamountsofharmfulmetals,ormetalsalts,suchaszinc,lead,orcopper,whichcausecorrosiveattackonheating.

25.4Pipesthathavebeenweldrepairedinaccordancewith16.1shallbemarkedWR.

25.5WhenitisspecifiedthatcertainrequirementsofaspecificationadoptedbytheASMEBoilerandPressureVesselCommitteearetobecompletedbythepurchaseruponreceiptofthematerial,themanufacturershallindicatedthatallrequirementsofthespecificationhavenotbeencompletedbyalettersuchasX,Y,orZ,immediatelyfollowingthespecificationnumber.Thislettermayberemovedaftercomple-tionofallrequirementsinaccordancewiththespecification.Anexplanationofspecificationrequirementstobecompletedisprovidedin24.1.

26.Packaging,Marking,andLoading

26.1Whenspecifiedonthepurchaseorder,packaging,marking,andloadingforshipmentshallbeinaccordancewiththeproceduresofPracticesA700.

27.GovernmentProcurement

27.1Whenspecifiedinthecontractororder,thefollowingrequirementsshallbeconsideredintheinquiry,contract,ororderforagenciesoftheU.S.Governmentwherescale-freepipeisrequired.Theserequirementsshalltakeprecedenceifthereisaconflictbetweentheserequirementsandtheproductspecification.

27.2Pipeshallbeorderedtonominalpipesize(NPS)andschedule.NominalpipeshallbeasspecifiedinANSIB36.10.27.3ResponsibilityforInspection—Unlessotherwisespeci-fiedinthecontractorpurchaseorder,themanufactureisresponsiblefortheperformanceofallinspectionandtestrequirementsspecified.Theabsenceofanyinspectionrequire-mentsinthespecificationshallnotrelievethecontractoroftheresponsibilityforensuringthatallproductsorsuppliessubmit-tedtothegovernmentforacceptablecomplywithallrequire-mentsofthecontract.Samplinginspection,aspartofthemanufacturingoperations,isanacceptablepracticetoascertainconformancetorequirements,however,thisdoesnotauthorize
